According to Kansas City Missouri’s Council Agenda, Ordinance 250600 passed in Council on Thursday, July 31 2025. Named the Comprehensive Anti-Displacement Plan it directs the City Manager to establish an Anti-Displacement Commission to monitor and implement said plan; issue directives to the Anti-Discplacement Commission once they are established; and directs the Anti-Displacement Commssion to review metrics and evaluate success upon completion of said directives. It further directs the City manager to oversee the implementation of these programs and reconvene the Anti-Displacement Commission.
Anti-Displacement Power Point
Back in November 0f 2024, the City Council passed Ordinance 240997 that Directed the City Manager to develop a comprehensive anti-displacement plan. It seems that this has not happened yet, so we now have a new ordinance directing the same thing.
The Power Point posted states “The Anti-Displacement Plan is a living document of goals and objectives crafted within a larger framework of ongoing efforts to improve socioeconomic and health outcomes for all Kansas City
residents. Out of the recommended actions listed in the plan, the City should focus on eight critical initiatives with the greatest immediate potential to respond to forces of displacement in Kansas City:
- Establish an Anti-Displacement Commission to monitor and implement the plan.
- Develop and implement targeted resource outreach to areas at-risk for displacement, including a “community toolkit” of available resources.
- Create a Strategic Code Enforcement program to address distressed and vacant properties.
- Develop a strategic plan for production and preservation of affordable housing stock.
- Establish a Housing Development Corporation to acquire, develop, and manage properties in alignment with City goals.
- Increase tenant protections and provide support for rental property owners.
- Identify designated funding mechanisms for anti-displacement initiatives.
- Improve existing anti-displacement related activities as identified in the Plan.
