Short Term Rental Regulations in the KC Metro

For the past few months, MAREI Member Tyler Shirk and his team at BearBnB have been researching all the rules across the Kansas City Metro. On November 7th, 2023 he posted his findings on Facebook. It is important to remind everyone that these rules are subject to change as cities across the country are changing rules rather quickly and this research is limited to the accuracy of local websites and discussions with city staff. Several cities and counties in the metro are discussing changes in their local ordinances.

Kansas

  • Kansas City – Kansas: Permit and Business License Needed. Heavy City Involvement.
  • Shawnee: Business License Needed. (Rules are in discussion right now with the city council, may be banned in R Zones)
  • Olathe: No Rules at this time
  • Overland Park: Need a Rental License.
  • Lenexa: Rental License Only. Strong Neighborhood Enforcement.
  • Prairie Village: Rental License and Local Manager in Johnson County Required.
  • Merriam: Residential Landlord Rental License
  • Mission: Rental License
  • Westwood: Rental License
  • Fairway: Permit, city process
  • Roeland Park: Permit, heavy city involvement, difficult.
  • Mission Hills: Banned
  • Leawood: Banned

Missouri

  • Kansas City, Missouri: Registration and business license, no new Residential Units unless Owner Occupied
  • North Kansas City: Permit and business license in legal zones.
  • Lee’s Summit: Permit and business license, only “Old Town” or 1+ acre
  • Independence: Permit and business license, heavy city involvement
  • Liberty: No permits or licenses required has strong neighborhood enforcement
  • Blue Springs: No Rules for STR
  • Riverside: No Rules for STR
  • Platte City: No Rules
  • Sugar Creek: No Rules
  • Claycomo: No Rules for STR, but need a business license to collect. Go to City Hall.
  • Pleasant Valley: No Rules for STR, but need a license to collect. Go to City Hall.
  • Lake Lotawana: Unlawful to conduct business or occupancy without a license. STR is case by case, contact City Hall.
  • Grandview: All permits are case by case – contact the Community Development Department with new inquiries.
  • Parkville: Permit, owner occupied, and zoning restrictions.
  • Gladstone: No STR, all “under 30 days stays” Banned
  • Belton: No STR, Banned, Little enforcement
  • Lake Tapawingo: No STR in residential zone (most of the lake area)
