Rental Regulations around Kansas City

Each city around the metro has their own rules for property owners and property managers. Below is a list compiled by Michele Belman of M&M Property Pros. This list provides insight into the city requirements for registering a rental and/or inspections, this is city only and does not include requirements for Section 8. Also note – information is up to date as of December 2023, if you see information that is no longer valid, please contact us to help us keep this directory informative and current.

City of Belton, MO

Rules For Registration: Both Owner and Property Management are required to have a business license, renewed every year due by June 30th 2.25.21.

City of Blue Springs, MO

REGISTRATION RULES: Requires Owner and Property Management to be registered every year only if 4 or more properties 2/4/2021. CALL: 816-622-4444 for more information. Website: https://egcap.bluespringsgov.com/EnerGov_Prod/SelfService#/home

City of Grandview, MO

Rental Registration are required and due every year by December 31st

  • 1-50 Dwelling units: $12 per dwelling unit.
  • 51-100 Dwelling units $600 or $ 11 per dwelling unit whichever, amounts more.
  • 101-150 dwelling units: $1100 or $10 per dwelling units, whichever amounts more.
  • 151-200 dwelling units:$1500 or $9 per dwelling unit, whichever amount is more. 
  • 200 or more dwelling units: $1800 or $8 per dwelling unit, whichever amount is more.

Also, this is a newer ordinance that will require an inspection of rental property and non-owner occupied property before another tenant can move in. 

 Inspections began December 2nd, 2019. Any tenant moving in on December 2nd 2019 or later will require an inspection.

City of Harrisonville, MO

City of Independence, MO

Effective June 1, 2017, all new landlord license applications for property owners who rent/lease residential properties MUST have their properties “Rental Ready” inspected BEFORE the license will be issued.   Initial First time registration fee $50 . Following years the fee is based on the amount of rent collected in a 12 month period.  A new rental license application shall be required for each change of ownership of a rental dwelling.(even if you changed the name of your LLC, this is considered an Ownership change)   City Inspections are good for 2 years. 

City of Kansas City, KS

  • Yearly license fee $32 due May 1st of each year
  • Single: unit $55 Fee($32 for the building and $23 for one unit.)
  • Duplex: $78 Fee($32 for the building and $23 each for 2 units-$46)
  • 4-Plex: $124 Fee($32 for the building and $23 each for 4 units-$92)
  • 20 unit building : ($492 Fee ($32 for the building and $23 each for 20 units-$460)

All real estate/personal property taxes must be current or on a payment plan through the unified government treasurer’s office in order to register. 

Residential  rental licenses are non–transferable and non-refundable. A new rental license application shall be required for each change of ownership of a rental dwelling.(even if you changed the name of your LLC, this is considered an Ownership change)

No person shall rent to another for occupancy, shall offer for rent, or shall allow to be occupied any rental dwelling unit unless the owner has first obtained a license or provisional license.

City inspections are every 2 years. Fees vary. 

City of Kansas City Missouri & Healthy Homes

Renewals are due by December 31st of every year. renewal fee $20 per unit or property.

First time properties  registered  your property with healthy homes as a new Owner is $52.50.  This must be done once a year. Application fee is $20 and permit fee $20 per rental unit . 

  A new rental license application shall be required for each change of ownership of a rental dwelling (even if you changed the name of your LLC, this is considered an Ownership change)

City Inspections are only done when a tenant calls in a complaint. Fees will vary depending on repairs etc. 

City of Lee Summit, MO

Business license required by owner only if owner has 4 or more rental properties. $50.00

If you own less than 4 an exempt form must be filled out. 

The Property Manager must hold a business license as well. $50.00

City of Liberty, MO

INSPECTION RULES: The city likes to inspect every 5 years, it is free but it IS NOT required. They advise to do it but they are mainly complaint driven and if we want an inspection call Jim. 2.12.21

City of Oak Grove, MO

The only requirement is that if the Landlord/Owner has 4 or more properties they have to have a business license 2.12.21

City of Overland Park

RULES FOR INSPECTIONS: Initial Inspection once the home is registered and then every two years after that. This is an exterior inspection only, we do not schedule they do it automatically. Unless there is a code violation and the code inspector will request an inspection. This does not change the date for the every two-year inspection that is required. 2/10/21

City of Pleasant Valley, Missouri

INSPECTION RULES: After the initial inspection they require yearly inspections – they are due before January 15th every year, there is some leeway with communication to the office. Exterior inspection only 2/10/21

REGISTRATION RULES: After the initial registration no matter when it was registered renewals are Due January 15th every year, they send it to the owner of the property unless the owner requests otherwise (IE to send to us.) 2/10/21

City of Raytown, MO

INSPECTION RULES: All properties need to be re-inspected after every move out, unless it has been 6mo or less since the last inspection. You can email demetriusr@raytown.mo.us to schedule the re-inspection.

NOTE:
Basically, if the same tenant resides in the property for the 2 year permit period, the permit will be renewed 2 years from the last inspection or if the property changes ownership. The expiration date will be on the permit.

If there is a change in occupancy, the unit will need to be inspected and a new permit will need to be issued.

The renewal date will then change to 2 years from the re-occupancy inspection. If a tenant vacates within 6mo of the last inspection, no additional inspection is required (unless for some reason the inspector requests it) and the expiration date remains the same. Make sure we are notified so we can note it in our system. (The inspection fee is $20. Each inspection has an Initial, 1st re-inspection, and a 2nd reinspection (basically 3x) to fail. If a unit has still not passed, On the 3rd re-inspection an additional $20 will be charged)

City of Shawnee Mission, KS

REGISTRATION RULES: The city does not require registration on SINGLE family properties that are being rented. The city only requires duplexes, apartments or any multi-family dwelling to be registered. Renewals are required yearly. They bill at the beginning of August and the owner has until October 1st to pay. After the 1st they will be charged daily late fees. Updated 08.16.2022

City of Sugar Creek

Registration & Inspection: Every two years, $50 per unit

Inspections: Registration fee includes the inspection cost, this is through the fire department and fire department will contact us. If the tenant moves out with in 12 months of inspection the property will need to be inspected again. If fails for life safety you have 72 hours, minor fails is 30 days. Updated 02.13.2023
