Johnson County is expanding a housing program that directly addresses one of the most vulnerable transition points in our community: young adults aging out of foster care. In October, the Johnson County Housing Authority announced an expansion of its Foster Youth to Independence (FYI) voucher program—creating new opportunities for youth and for local housing providers who want to be part of a practical, well-supported solution.
They are offering incentives to get housing providers to participate.
Why this program matters
Each year, an estimated 20–25 youth age out of foster care in Johnson County. State data shows that more than 50% of these young adults experience homelessness at least once before the age of 25. This period—between structured foster care support and full independence—is one of the highest-risk moments for housing instability.
Stable housing during this time can dramatically change outcomes related to education, employment, and long-term self-sufficiency.
What’s changing with the Foster Youth to Independence program
The Housing Authority has expanded the program to 19 total FYI vouchers, an increase of 10 since the program launched in March 2024. These vouchers are provided through the U.S. Department of Housing and Urban Development and are issued through a non-competitive process.
Young adults are referred to the program through trusted community partners. Once identified, the Housing Authority works with HUD for approval, which typically takes about 90 days.
How FYI vouchers differ from traditional rental assistance
The Foster Youth to Independence program goes well beyond basic rent support. It is designed to provide long-term housing stability, not just short-term placement.

New incentives for participating landlords
To expand housing options and reduce barriers for property owners, Johnson County has introduced new landlord incentives for this program:
✔️ Sign-on bonus equal to three times the monthly rent
✔️ Access to a damage reimbursement fund
✔️ Most placements involve one- to two-bedroom units
For landlords, this structure helps offset risk while supporting a stable, well-managed tenancy backed by professional case management.
